Introduction to OSP License
OSP provide services in the Telecommunication Industry which uses telecom resources which involves BPO/call centers, telemedicine, e-commerce, telebanking,-education, and other IT enabled services, Department of Telecommunication under the New Telecom Policy (NTP) 1999 made it necessary for OSPs using telecom resources to attain License.
The Telecom Commission formulated terms and conditions in Feb 2000 with regard to OSPs and Department of Telecommunication provides registration to telecom resources providing an range of services, which includes services like telebanking, call center and other IT enabled services as mentioned above. According to the Terms and Conditions formulated by the Telecom Commission in Feb 2000, OSP’s can take telecom resources from official Telecom Service Providers only and should not provide switched telephony. Further, the DOT must register OSPs using telecom resources for providing an arrangement of services like call center, tele-banking and other IT enabled services as mentioned above. So, the Department of Telecommunication now registers OSPs in India and has registered over 2500 cases since start.
Registration Applicability
Service providers in India occupied in providing services mentioned below, using telecom resources are necessary to get OSP Registration and Telecom Resources are telecom services used by an OSP including, but not limited to Integrated Services Digital Network (ISDN), Public Land Mobile Network and /or the telecom bandwidth provided by authorized telecom service provider.

Registration Compliance
Once a OSP Registration gets the approval, the consent is substantial for a time of 20 years – unless otherwise expressly mentioned. To look after the compliances, each of the OSPs is necessary to submit an “Annual Return” to the DOT mentioning the activities undertaken and the present status of the OSP. The annual returns for OSP License renewal have to be submitted with 6 months of completion of financial year. OSPs should maintain compliance with the Terms and Conditions prescribed by the Department of Telecommunication for OSPs.
